The Code Enforcement office can be located at the Cripple Creek City Hall on Bennett Avenue, which is the home of the city's main government functions. In addition, the city has seperate locations for its police, parks and recreation and utilities departments. Cripple Creek was formed from two platted sites. In 1891, Fremont was platted and in 1891, residents and developers platted Hayden Placer. Cripple Creek was the result of the consolidation of the two towns in 1893. The first town council election was filled with controversy as two men insisted they were both elected as mayor. In a new election, a third man, Dr. J.A. Whiting won the battle for mayor. Business items included gathering taxes from ladies of ill repute, rebuilding a city after the 1896 fire and development of a new town.
